Import VAT and EORI in Cyprus: Registration, Calculation and Import Records

Confirm what is being imported and where

Start with the physical movement of goods, not the supplier’s invoice address. Goods shipped from outside the EU into Cyprus can require import clearance even if the seller has an EU office. Goods already in free circulation elsewhere in the EU can follow a different route. Ask where the goods are held, where they enter the EU and under which procedure they reach Cyprus.

The Commission’s place-of-importation guidance distinguishes ordinary arrival from goods under a suspensive arrangement. A shipment passing through another Member State is not enough information to decide where import VAT arises. Obtain the declaration or transit information instead of coding the transaction solely from the supplier’s country.

This guide concerns ordinary business import preparation and accounting. Eligible low-value consumer sales have separate IOSS and 2026 duty considerations. Services purchased abroad are not goods imports; use the reverse-charge guide for the relevant service analysis.

Understand what EORI does and does not do

An EORI number identifies an economic operator in EU customs procedures. The Commission’s EORI guidance states that a person can have only one valid EORI at a time. Check whether the same legal entity already has one before seeking another registration. An associated company’s number is not a substitute for the importing entity’s own details.

Keep EORI, VAT registration and company registration distinct in the supplier and logistics master records. A customs identifier does not itself establish entitlement to deduct VAT. Nor does a VAT number establish that every product can be imported without licences, restrictions or additional checks. Tax, customs and product-compliance questions need their own answers.

Validate the number through the official service and keep the result with onboarding records. Investigate differences in legal name or address before shipment. Do not “fix” a failed validation by replacing the importer with another group company that is not actually taking the role described in the transaction documents.

Prepare the Cyprus registration pack

The Cyprus Customs registration procedure identifies form C.1000 and supporting identity or company documents. A Cyprus legal entity’s pack includes the relevant registration and directors’ certificates, VAT certificate where applicable and properly certified authority where a representative acts. Use the current forms linked by Customs, rather than a saved template with obsolete fields.

Non-established operators require a separate review of establishment, first customs activity and representation. The official procedure describes additional forms and circumstances; do not assume the ordinary Cyprus-company pack covers every foreign business. Confirm the applicant and proposed declaration arrangement with the relevant Customs office before promising a shipment date.

Create a submission checklist with the signatory, certification requirements, attachments, contact person and follow-up reference. Customs gives an estimated processing period for complete applications, but that is not a guaranteed clearance date. Plan the first shipment with a buffer and confirm the registration outcome before the carrier relies on the identifier.

Agree the importer and representative before dispatch

Record who buys the goods, who is identified in the import documentation, who makes the declaration and who funds the charges. The seller, consignee, customs representative and party paying the courier are not necessarily the same person. Commercial delivery terms help allocate responsibilities, but the actual customs and tax documents must support the intended arrangement.

Ask the agent to confirm the capacity in which it acts and the authorisation it needs. Request a draft or data summary for checking the legal entity, EORI, goods description and proposed procedure before submission where operationally possible. Correcting an identity problem after clearance can be more difficult than preventing it at booking.

For a supplier offering an “all-inclusive” delivered price, establish which evidence the Cyprus buyer will receive. Do not assume an amount described as import tax is deductible by the buyer if another entity is named on the relevant import document. Resolve this before using the quotation to calculate the expected recoverable tax.

Check classification, origin and customs value

Give the declarant a specific product description, composition, use, quantities and supporting technical information. A short marketing label may not distinguish between tariff classifications. Confirm the classification through the appropriate customs process and retain the reasoning or ruling where relevant. Avoid applying a duty rate copied from an unrelated previous shipment.

Country of dispatch and origin are different facts. If a preferential duty treatment is claimed, establish the applicable origin rules and required evidence. A supplier address or an informal “made in” statement is not automatically enough. Record which document supports the claim and ensure it relates to the goods actually declared.

Prepare the valuation working separately from the accounts-payable entry. Customs valuation can require adjustments to the commercial invoice and the relevant currency conversion. Keep invoices, freight terms, insurance and any other valuation components together. Use the applicable customs conversion basis rather than assuming the bank’s eventual settlement rate is the declaration rate.

Build the import-VAT base without double counting

The Commission’s taxable-amount guidance starts from customs value and includes relevant duties, charges and incidental expenses not already included. Relevant destination transport can also enter the calculation under the rules. Import VAT itself is not added to its own base. The commercial invoice alone is therefore not always the correct starting-and-ending amount.

Use a component schedule showing each amount, its document and whether it is already included in customs value. If freight is included in the declared value, adding the same freight again overstates the base. If a required destination cost is missing, using only the supplier invoice can understate it. Explain each adjustment rather than inserting an unexplained balancing amount.

Confirm the goods’ actual VAT treatment and any conditions for a reduced rate or exemption. The following example assumes correctly applicable 19% VAT and a hypothetical duty amount; it is not a tariff classification or rate quotation for a particular product.

The €2,552 is not the total cost of buying and receiving the goods. It isolates the assumed duty and import VAT. Add the actual payment schedule for the supplier, transport and clearance service when planning liquidity, while avoiding duplicate amounts already paid under another invoice.

Full recovery of €2,052, if legally available and properly evidenced, does not mean the initial cash payment disappears. Track the expected deduction or refund separately from the clearance payment. Use the cash-flow forecast to show timing, especially when stock will not be sold immediately.

Assign a shipment reference that appears in the accounting working and document folder. One invoice may cover several deliveries; one consolidated shipment may include several invoices. Preserve those relationships instead of forcing every file into a one-invoice/one-declaration assumption. This makes later corrections and stock checks easier to trace.

Request missing documents promptly while the shipment is still familiar to the supplier and agent. Keep the file open until the missing item is resolved or an explicit exception is approved. A bank payment description is not an adequate replacement for the declaration and valuation evidence.

Assess import-VAT recovery separately

The Commission’s deduction guidance requires an import document naming the business as consignee or importer and stating the VAT or enabling it to be calculated. Entitlement also depends on the use of the goods and applicable deduction rules. Paying the agent is not, by itself, proof of full recovery.

Identify taxable business use, exempt activities, private use and any restricted expenditure. If the goods support mixed activities, review the partial-exemption analysis before assuming all input tax is deductible. Keep the decision and supporting calculation with the return working, including who reviewed an unusual or uncertain item.

For an arithmetic illustration only, if €2,052 import VAT is subject to a correctly determined 60% deduction, recoverable VAT is €1,231.20 and the remaining €820.80 is not recovered through that deduction. The example does not prescribe a partial-exemption method. Establish the actual entitlement before applying a percentage.

Post the agent’s statement without claiming tax twice

Separate import VAT advanced on the business’s behalf, customs duty, freight and the agent’s own service charge. Any VAT on the agent’s service is a different item from the import VAT on the declaration. A single transfer can settle all of these, but it should not turn them into one indistinguishable ledger expense.

Match the declaration reference to the import-tax posting and mark it as processed. If the agent later sends a consolidated statement, reconcile it to existing entries rather than claiming the same tax again. Use the bank reconciliation to match the payment and the inventory controls to match quantities received.

Allocate relevant landed costs consistently to inventory, fixed assets or expenses under the applicable accounting policy. Recoverable VAT and non-recoverable tax need different treatment. Do not use the customs value as an automatic substitute for the accounting carrying amount without considering the actual cost components and accounting requirements.

Handle returns and corrections through the right process

A supplier credit note does not automatically amend the customs declaration. For returned, damaged or incorrectly described goods, establish the commercial adjustment, physical movement and customs correction or relief process separately. Keep the original declaration, return authorisation, transport evidence and any revised assessment linked together.

Temporary imports, processing, reimports and warehousing arrangements need their own procedure review before movement. Do not apply the ordinary purchase example to a specialised arrangement without checking its conditions. Similarly, older advice that all goods below €150 are duty-free is no longer a safe description of the rules after July 2026.

Maintain an exception register with the issue, owner, deadline, financial exposure and evidence needed to close it. Review unresolved imports during the month-end close. A shipment is complete for finance only when the goods, documents, charges and accounting treatment can be reconciled.

For the first shipment from a new supplier, perform a short retrospective after clearance. Compare the quotation with actual duty, tax, freight and administration charges, identify missing documents and update the next purchase order instructions. Give purchasing and logistics the same findings as finance. A corrected supplier template or clearer booking instruction can prevent the same discrepancy from recurring on every later delivery.

Keep access to the final import pack independent of an individual employee’s mailbox. Assign a shared, controlled location and test that the accountant can retrieve a declaration from its shipment reference. When changing clearance agents, export the records already held and agree how outstanding queries will be answered. This prevents an operational handover from breaking the evidence supporting an earlier VAT claim.
